RTI International is seeking “District Program Coordinator” candidates for the USAID-Health for Life (H4L) Project. Health for Life (H4L) is a five-year (2012-2017) project financed by USAID. Health for Life (H4L) is five-year project working primarily in coordination with the Government of Nepal’s Ministry of Health and Population (MOHP). As a result, H4L has a significant national presence to support the testing and roll-out of national-level policies, guidelines and programs. In addition to the national focus, it works with other implementing partners in 14 districts in the more disadvantaged Mid-Western and Western regions to strengthen district and village health systems and help identify and implement best practices. H4L collaborates with a wide range of stakeholders, including academic and research institutions, training centers, media partners and civil society. The primary goal of H4L is to strengthen the Government of Nepal’s capacity to plan, manage and deliver high-quality and equitable family planning, maternal, newborn, and child health services.

H4L activities directly address key health system constraints in the following areas: local health systems governance, data for decision making and evidence-based policy development, human resources management, quality improvement systems, and knowledge and behavior change. The Project currently covers 12 districts in the Mid-Western Development Region, 3 in the Western, and one each in the Eastern, Central and Far-Western Regions. Location: We are advertising for two separate positions to be based in Far West Nepal. One will be in based in a VDC of Doti District and the second in Maulali VDC, Bajhang District.
Background on the Program:

The Promoting Agriculture, Health, and Alternative Livelihoods Program (PAHAL),funded by the U.S. Agency for International Development’s Office of Food for Peace (FFP), is a five-year program that commenced in November 2014.  It seeks to strengthen livelihoods, improve nutritional status and increase the capacity of vulnerable households to mitigate, adapt to and recover from shocks and stresses in communities with deep poverty and high rates of malnutrition in critical zones of the Mid- Western and Far-Western Regions of Nepal.

Mercy Corps has formed a dynamic consortium of local and international partners that combines extensive experience and knowledge of the communities in rural Nepal, strong relationships with local organizations and structures, and evidence and learning from global contexts. Together, Mercy Corps, Plan International USA (Plan), International Development Enterprises (iDE), Tufts University’s Feinstein International Center (FIC), and Nepalese partners NTAG, Rupantaran, RIMS-Nepal and SAPPROS, will work at a systemic level to address both the symptoms and root causes of food insecurity in order to build community resilience. The consortium has designed an intervention strategy based on its members’ proven ability to achieve lasting results in Nepal, and on extensive and on-going assessments of key food security constraints.

The Feinstein International Center of Tufts University is an academic research center dedicated to improving the lives and livelihoods of marginalized and crisis-affected communities through evidence-based research geared towards informing policies and programming. As part of the PAHAL program in Nepal, FIC will be designing and leading research to investigate the social, economic and political factors contributing to resilience and vulnerability at the community, household and individual level. The FIC team will coordinate research activities with the monitoring, evaluation and learning activities of Mercy Corps and partners, and will seek to provide evidence to inform and improve on-going and emerging programs.

Objective and Scope of Engagement:

The full-time Field Manager will manage the Tufts portion of the PAHAL project in the assigned VDC (more details below). This person is expected to live full-time in the rural location.

This position is for one year from the date of hire with the possibility for renewal. Salary is inclusive of living costs. Travel expenses as required and approved by the program will be covered.

The Field Manager will report to the Tufts Researcher working with PAHAL, Mr. Poshan Dahal.

This position will be paid as a consultant. This is not a Tufts University employee position, and hence does not include university benefits such as insurance (health, life, medevac, or disability) or pensions.


The Field Manager will have a variety of responsibilities related to managing the field team. These include (but are not limited to) the following:
  • Oversee teams of 5-8 enumerators in the rural VDC, including assisting with hiring, engaging in training, and routine and consistent personnel management.
  • Conduct initial census mapping of all wards.
  • Mobilize local communities to participate in the data collection.
  • Manage community expectations.
  • Liaise with local and VDC leaders.
  • Troubleshoot technical problems.
  • Oversee incentive program for households.
  • Represent FIC to government bodies and other actors as needed.
  • Report regularly to Tufts Researcher.

Pact, a non-profit organization based in Washington, DC, is implementing a USAID-funded project, Sajhedari Bikaas, aimed at empowering local communities to direct their own development. Pact has an immediate need for highly competent Nepali citizens to fill the following position.
Engineer Manager- 2 positions (one for each cluster) 
The incumbent will serve as technical advisor for Sajhedari Bikaas’ small-scale infrastructure projects in mid and far-west and earthquake-affected districts. S/he will work closely with the senior staff to coordinate and provide technical guidance to the projects and ensure compliance with contracted deliverables. S/hewill also liaise closely with the project’s consulting engineering firm.The Engineer Manager reports to the Senior Field Director (SFD) and will be based in either Nepalgunj and Anbu-Khaireni/Charikot and provide technical support to six districts each in the two clusters.
Specific Duties and Responsibilities:
  • Serve as the primary engineering technical expert on the project involving nearly 200 small scale infrastructure projects
