Consortium-Nepal invites qualified individuals to apply for the following position; POST: Finance Officer -1 Duties and Responsibilities: The incumbent is responsible to oversee the administration of the Consortium Office, including financial management, procurement and contract management, and personnel. Undertake management of member Organizations' and Service Agencies' procurement for the Consortium Office. Prepares and tracks budget information and advises management. Manages contracts for the Development Phase and Implementation Phase, and ensures through documentation of all contract and procurement processes related to program. Takes responsibility for overseeing procurement issues related to contracts, and provides logistical support to program. Oversees finance management of the Consortium Office, and manages the Administrative and Accounts staffs. Provides financial and management information on the status of all contracts. S/he will be responsible for immediate reporting to Program Coordinator. Academic Qualification: Bachelor degree in Commerce or Management from a recognized University. Additional Skills: Higher priority will be given to those who are familiar with FAMAS accounting software. Work Experience: S/he must have at least 3 (three) years of Finance, administrative and procurement work experience relevant to the assignment for the post. TERMS OF EMPLOYMENT: The initial terms of employment will be 1 (one) years on contract basis (including probation period of first six months) with possibility of extension subject to satisfactory performance. Other Terms and Conditions of employment will be as per the Consortium Rules. Duties and Responsibilities:
The incumbent shall coordinate the implementation of the various projects, under the overall authority of the Head of the UNESCO Office in Kathmandu and UNESCO Representative to Nepal, and direct supervision of National Professional Officer (Education).In particular, s/he shall:
  • Assist in planning, implementation and monitoring of activities within the Regular and Extra Budgetary Programme of Education Unit by:
  • Preparing cost for events, activities, missions etc. within approved budget, ensuring appropriateness of documentation;
  • Preparing cost estimates and preparing payment requests on time.
  • Assist in providing logistical and administrative support for meetings, workshops, conferences, etc. by:
  • Selection of venue based on quotations, norms and standards, ensuring best values;
  • Preparing relevant background materials;
  • Arranging logistics supplies for the event and providing support to participants such as payments, reimbursements etc.;
  • Preparation of minutes of the meetings;
  • Settling expenditure after the event.
  • Assist in preparing various types of contracts by:
  • Preparing documents and coordinating with Admin Unit for establishing various types of contracts;
  • Making necessary follow-ups with contractors for work completion and necessary documentation.
  • Make pertinent logistical arrangements for the prompt and effective implementation of the programme activities;
  • Assure that project expenditures are in compliance with approved project budgets;
  • Assist in preparation of necessary project documents;
  • Prepare write-ups for web news, brochures and communication materials and also editing and designing publication materials and reports for various project activities.
  • Assist in production and distribution of publications by:
  • Collecting necessary specifications for printing;
  • Coordinating with Admin Unit for printing process;
  • Making necessary follow-ups with printer and timely delivery of the publications;
  • Distributing printed publications.
  • Provide support for missions by making necessary arrangements for travel;
  • Assist in maintaining good communication with national and international stakeholders and entities;
  • Carry out general secretarial duties including editing/finalizing and production of documents, letters, email, faxes and drafting correspondence;
  • Maintain systematic filing of the projects and related documents (reports, letters, administrative documents, project proposals etc.) on a regular basis (both electronically and in hard copies);
  • Travel on field missions whenever possible and required by any project or activity planned under Education Unit’s programme and as advised by the National Programme Officer (Education);
  • Perform any other duties and undertake any other tasks as requested and assigned by the supervisor(s).
General Requirements:
Qualifications and Experience Required:
  • Bachelor’s degree or equivalent in a management or relevant discipline;
  • 1-2 years of experience of working in the relevant field;
  • Good written and oral communication skills in English and Nepali;
  • Good interpersonal skills, adaptable and desire to learn;
  • Good reporting and documentation skills;
  • Sound knowledge of IT skills including word processing, data management, presentation software and other relevant professional software (Photo editing, Illustration, desktop publishing etc.);
  • Have knowledge of the UN System and in particular of UNESCO’s work especially in education sector;
  • Ability to work in multicultural team environment and to meet given deadlines;
  • Flexibility to work in difficult and changing conditions.
