Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH invites applications from suitable professionals for the Renewable Energy for Rural Areas (RERA) Programme in Nepal. Within the framework of bilateral Development Cooperation between the Government of Nepal and the Federal Republic of Germany, the "Renewable Energy for Rural Areas (RERA)" Programme is jointly implemented by the Alternative Energy Promotion Centre (AEPC), Government of Nepal, and GIZ on behalf of German Federal Ministry for Economic Cooperation and Development (BMZ). The programme supports the small decentralized renewable energy sector and the Alternative Energy Promotion Center (AEPC) to transition to decentralization and the new state structure in the making, and ensures efficient and effective service delivery of small decentralized renewable energy through improved outreach and enhanced local cooperation in a federal republic of Nepal. To do so the programme provides capacity development and technical support to the rural and renewable energy sector and AEPC, with a special focus on disadvantaged groups and women. Amongst other measures the programme will support AEPC in setting up and operationalizing provincial offices for improved outreach.
Position: Deputy Chief Technical Advisor Duty Station: Kathmandu
Responsibilities:
- Support the RERA Chief Technical Advisor (CTA) in all issues related to planning, steering, supervision and reporting on programme level
- Professional planning, coordination, implementation, supervision, monitoring and reporting of the RERA components "Promoting local energy service delivery" and "Involving disadvantaged groups and women"
- Technical and disciplinary supervision of staff members and their management in accordance to GIZ rules
- Substitution of the Chief Technical Advisor in time of his absence as well as support the overall management of the programme and its activities as deputy CTA
- Supporting the management of the programme in all issues related to strategy development, planning, steering, networking, monitoring and reporting and knowledge management
- Support in the development of the strategic and organizational-administrative framework of decentralized service delivery of the sector and of AEPC
- Strategic, technical, professional and organizational support and advice to RERA's key implementation partners and AEPC, especially with the view of setting up provincial offices
- Maintaining and managing contacts with key partners of RERA — government (AEPC, ministries, departments, provincial and local governments) and non-government partners (e.g. associations, private sector, civil society) — at national as well as at the local level
- Build network and partnerships to create synergy in the sector with other multilateral and bilateral development partners
- Responsible for creating the capacity development strategy for relevant sector players and AEPC
Required qualification and experience:
- Masters, preferably PhD degree in renewable energy, politics, management, economics or engineering and/or related topics such as organizational development
- At least 10 years of work experience in renewable energy sector and energy related issues(experience in the rural energy sector would be an added advantage)
- Good understanding of energy sector regulation, policies and laws as well as issues and challenges of the rural energy sector in Nepal
- At least 5 years of work experience in a management position leading interdisciplinary teams
- At least 3 years of work experience in the context of GoN (local level government institutions is an advantage)
- At least 5 years of management of donor funded projects and/or practicing cooperation with international organizations
- Extensive experience with capacity development and organizational development, as well as policy support is a must
- An extensive network reaching to high levels of government institutions and important players in the private sector and civil society is required
- Excellent knowledge of MS Office
- Very good communication of English and Nepali (both written and verbal)
- Good knowledge of German language will be an additional advantage (certificates from certified German Institutions required)
