Community Engagement Coordinator

POSITION DESCRIPTION: Community Engagement Coordinator
For the position of Community Engagement Coordinator, Build Change is seeking an experienced professional in community engagement with management experience. Familiarity with the “owner-driven” method for construction in context of neighborhood rehabilitation and disaster response projects is a strong plus. Experience in awareness raising campaign is also a strong plus. The successful candidate will possess the ability to strategize, oversee and direct the successful engagement process of homeowners, builders and community members for the implementation of disaster-resistant solutions for new and existing buildings. The Community Engagement Coordinator will work closely with the technical support of the engineering and training teams to develop outreach materials that are technically, culturally and operationally appropriate for spreading in rural communities in Nepal. The Community Engagement Coordinator will ensure the transparency and equity through all phases of the community engagement process and throughout construction implementation. Furthermore, he/she will ensure that timeline and scheduling projections and milestone related to community outreach components of the project are achieved. He/She ensure the coordination of Build Change’s project efforts with partners and local stakeholders (district and VDC authorities in particular). In addition, he/she will oversee the mentorship of community outreach officers and other project staff. Finally, the Community Engagement Coordinator will ensure completion of regular progress reports, as requested by the Nepal Country Director and by project reporting requirements. The ideal candidate is a senior social worker with management experience, a strong Communications and Community Engagement background and management capacities. The position reports to the Nepal Country director and receives technical guidance from the Nepal Lead Structural Engineer.
Project Responsibilities
  • Team Management – The community engagement team reports directly to the Community Engagement Coordinator. The Community Engagement Coordinator is responsible for ensuring that ongoing, clear and timely communication with the general community through identified communication strategies is performed. The Community Engagement Coordinator is also responsible to ensure that the project objectives and principles are clearly communicated and explained to the community members, that contracts are in good standing, that proper documentation is executed and collected to justify financial disbursements and that adequate support to the beneficiaries is provided. The team has to ensure compliance to the contract by both parties throughout the implementation process. They are responsible for working with the team in order to resolve issues related to contracts, contract enforcement, subsidy disbursements, and other non-technical problems arising with the beneficiaries. The Community Engagement Coordinator is responsible for overseeing the timely progress and quality of work of the team, ensuring milestones are met and facilitating the required coordination with the technical team, the training team, the M&E team and the project partners.
  • Conception, Development, and Vetting of Outreach Materials - The Community Engagement Team is responsible for, in collaboration with the engineering and the construction training team, designing and developing outreach materials aimed at spreading Build Back Safer information in communities of rural Nepal. These outreached materials are meant to simplify and make comprehensible to community members, homeowners and local builders, the disaster-resistant construction guidelines developed by the Build Change engineering team in conformity with Government of Nepal applicable code and reconstruction standards. All outreach materials must be vetted with key community stakeholder groups before finalization.
  • Technical Oversight – The Community Engagement Coordinator is responsible for ensuring that all outreach materials are technically compliant with Build Change construction guidelines, and that all outreach materials illustrate technically correct situations encountered in the field.
  • Community Outreach Campaign - The Community Engagement Coordinator is responsible for deploying a community outreach campaign to two VDCs of rural Nepal. The campaign will use outreach materials developed for that purpose by the Community Outreach Team, and will be aligned with Build Change overall Nepal reconstruction strategy. This includes, but is not limited to disseminating flyers, posters, radio messages and animating community events with live presentations, demonstrations and skits, as well as airing outreach videos.
  • Information Management– The Community Engagement Coordinator will be responsible for coordinating with the M&E team in order to ensure the correct and timely disbursement of funds to the project beneficiaries in coordination with the Project Manager of the project.
  • Coordination - The Community Engagement Coordinator is responsible for project coordination with the Engineering Team, the Training Team and the M&E team as well as with project partners.
  • Schedule - The Community Engagement Coordinator is responsible for ensuring the project schedule and milestones set up in coordination with the Country Director are met and for resolving issues that impact the project schedule immediately with the various stakeholders. 
  • Reporting – The Community Engagement Coordinator is responsible for providing content for the project reporting, internally and externally, on a regular basis, such as weekly, monthly, quarterly and as required by the upper management.
  • Field Deployment - The Community Engagement Coordinator is responsible for community outreach activity that occurs in rural villages, and as such must be willing to spend up to 80% of his/her time in a rural location, and live out of the Build Change field office/guesthouse.

Job Description – Field Manager (FM)

Position Purpose:
The Field Manager is responsible for all activities in their programme site. This responsibility covers the operational/support functions (Human Resources, Logistics, Finance & Admin, and Security) and direct programme activities and includes coordination, programme planning and overseeing the day-to-day operations of senior field staff.

The position is based in Rasuwa – office directly reporting to Country Director and working closing with the respective department head Finance / HR/ Admin / Log, programs. Rasuwa program and operations staffs will be reporting to field Manager.

Overall Objectives of the position
To ensure good management of GOAL’s programme activities in the geographical location, the Field Manager is responsible for ensuring that the programmes receive the maximum possible level of support from to the Operational/Support functions.
This will involve ensuring:
o   Proper planning by the programme departments to ensure programme implementation in accordance with the donor proposals
o   Good, timely coordination between the different programme departments and Operational/Support functions.
o   An understanding by all parties of the constraints faced by other departments.
o   The efficient performance of the Operational/Support functions.
o   If required the Field Manager has a role to play resolving any conflicts between the different departments.

Key Duties
o   Coordination and programme planning
o   Oversee day-to-day operations of senior staff at field
o   Feed into strategy development including the proposal development process, assisting the process of developing high quality proposals and associated budgets.
o   Submit weekly reports and update program updates
o   Coordination with the Government, Local Authorities, UN and NGOs at district level
o   Oversee HR issues in the field site
o   Oversee the field site finance department and ensure budget monitoring is accurate
o   Implement other tasks as identified by the Area Manager and or CD



o   Master’s degree in Business Administration, / Development studies or in a relevant field of study.
o   Minimum five years’ experience in project management with strong focus on office management of which three years at management level,

o   Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and NGOs

Associate Production Manager

An Associate Production Manager (APM) will report to a Product Manager (PM) and work alongside the PM and rest of the production crew to successfully manage projects from discovery, to early implementation, to finish (ongoing maintenance and improvements). In the process, an APM will manage and may even own certain aspects of a production unit(s).

The goal of an APM is to first assist the PM in the execution of several projects. An APM candidate should naturally be a keep learner, and, is expected to, over time grow in the role and handle (or own)
Business Acumen

Understand the client’s business, the use case of their particular business request, and assist the PM in designing a solution to match the client’s needs
Work with the PM to map out the scope of the project, develop project timeline and set important milestones

Creative Solution Development and Technical Acumen

    Understand how to relate the business objectives of a project into a workflow implementation

    Identify opportunities to optimize aspects of the production that can result in increased revenue and/or decreased cost
    Determine and manage worker payout in the system. Track project specific costs
    Prepare monthly invoice to clients based on contractual agreement per client

Internal Coordination & Leadership

    Proactively monitor project’s throughput to ensure throughput is on level with what’s required
    Prepare training materials to ramp up workers on the project
    Be vigilant about the accuracy output of a project - assist the PM in designing ways to improve accuracy
    Understanding of the distributed workforce model, and micro-tasking model CF employs.
    Coordinate with the engineering team on the scope of the project.

People Leadership

    Ability to manage a small team of 1-2 people, delegate responsibilities to the supporting staff
    Understanding of the people’s dynamics - identify and reward high performers, assist and motivate peers needing help and support, and escalate critical issues to the PM

EDUCATION: Bachelor’s in business management, technology management or related field.

WORK EXPERIENCE: 1 year in business process or technical project management

OTHER REQUIREMENTS: Technical background will be helpful but not required. Learning attitude is a must.

Sr. Monitoring and Evaluation Coordinator

RTI International is an independent organization dedicated to conducting innovative, multidisciplinary research that improves the human condition. RTI International is seeking for ‘Sr. Monitoring and Evaluation Coordinator” candidates for the USAID-Health for Life (H4L) Project. The Health for Life (H4L) is a five-year (2012-2017) project financed by USAID. The H4L project builds on accomplishments gained from USAID/Nepal’s health sector investment to date with a greater focus on health systems strengthening and measuring sustainable changes in systems performance.
The primary goal of H4L is to strengthen the Government of Nepal’s capacity to plan, manage and deliver high-quality and equitable family planning, maternal, newborn, and child health services. H4L addresses key health system constraints: local health systems governance; data for decision making and evidence-based policy development; capacity development of service providers at grassroots; quality improvement systems, and knowledge and behavior change. Gender equality and social inclusion is an important crosscutting focus of the project.

H4L works in partnership with the Government of Nepal/ Ministry of Health and Population (MOHP). The Project covers 14 districts in the Mid-Western (12) and Western (2) Development Regions.
The position will be based in Kathmandu, Nepal. Responsibilities:
Builds the capacity of stakeholders to seek, analyze, and utilize data for evidence-based planning, policy development, and decision making.
Provides technical and capacity-building assistance to achieve results for H4L Objective 2: Develop and implement national evidence-based health policy. Works with stakeholders to set the national health research agenda. Identifies, prioritizes, and provides technical leadership for research topics for the H4L project.
Provides leadership and guidance to H4L staff in research activities and supports assessments and studies. Supports the MoHP to prepare the next National Health Sector Strategy based on field realities, experiences, and lessons learned. Works with the Gender Equity and Social Inclusion (GESI) Advisor, Senior Monitoring and Evaluation (M&E) Specialist, and Health Management Information System (HMIS) Specialist to provide technical assistance related to improved program M&E at the national level and for the H4L project M&E.

Qualifications and experience: Master’sdegreein public health, epidemiology, statistics, or related field and minimum of 6 years of experience or Bachelor’s degree and minimum of 10 years of experience in designing, planning, implementation and management of health service delivery or systems strengthening research projects in developing countries, preferably Nepal.

Additional skills/experience in one or more of the following technical areas: health services delivery; health systems strengthening; primary health care; family planning/reproductive health; child health/nutrition; or capacity building. Proven experience in the development of data quality improvement tools and systems in Nepal.

Demonstrated capacity to solve data issues and build the capacity of others within the health system to ensure data quality. Knowledge of state-of-the-art research design issues and quantitative and qualitative evaluation techniques. Strong understanding of USAID rules and regulations for M&E. Experience in the writing of abstracts and technical reports Ability to develop effective working relationships with USAID, government counterparts at all levels, local organizations, and other program partners. Strong organizational, interpersonal and management skills. Must be fluent in Nepali with strong oral and written communication skills in English.
