Job Description – Field Manager (FM)

Position Purpose:
The Field Manager is responsible for all activities in their programme site. This responsibility covers the operational/support functions (Human Resources, Logistics, Finance & Admin, and Security) and direct programme activities and includes coordination, programme planning and overseeing the day-to-day operations of senior field staff.

The position is based in Rasuwa – office directly reporting to Country Director and working closing with the respective department head Finance / HR/ Admin / Log, programs. Rasuwa program and operations staffs will be reporting to field Manager.

Overall Objectives of the position
To ensure good management of GOAL’s programme activities in the geographical location, the Field Manager is responsible for ensuring that the programmes receive the maximum possible level of support from to the Operational/Support functions.
This will involve ensuring:
o   Proper planning by the programme departments to ensure programme implementation in accordance with the donor proposals
o   Good, timely coordination between the different programme departments and Operational/Support functions.
o   An understanding by all parties of the constraints faced by other departments.
o   The efficient performance of the Operational/Support functions.
o   If required the Field Manager has a role to play resolving any conflicts between the different departments.

Key Duties
o   Coordination and programme planning
o   Oversee day-to-day operations of senior staff at field
o   Feed into strategy development including the proposal development process, assisting the process of developing high quality proposals and associated budgets.
o   Submit weekly reports and update program updates
o   Coordination with the Government, Local Authorities, UN and NGOs at district level
o   Oversee HR issues in the field site
o   Oversee the field site finance department and ensure budget monitoring is accurate
o   Implement other tasks as identified by the Area Manager and or CD


QUALIFICATIONS/ SKILLS

Required:

o   Master’s degree in Business Administration, / Development studies or in a relevant field of study.
o   Minimum five years’ experience in project management with strong focus on office management of which three years at management level,
o   Experience of supervision of staff,
o   Strong attention to detail.
o   Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and NGOs
o   Ability to live and work under precarious environment
o   Complete familiarity with Project Cycle Management
o   Ability to exercise sound judgment and make decisions independently following consultative processes
o   Extremely flexible, and have the ability to cope with stressful situations and frustrations
o   Friendly, professional manner, with the ability to manage and work with staff at all level and ability to motivate staff effectively
o   Creativity and the ability to work with limited resources
o   Team player and strong communication skills, both oral and written
o   Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus

Preferred

    Work experiences in Rasuwa or same regional experiences,
    High level of communication and public relations skills

Contract duration
Starting 1st Feb 2016 till 30th April 2016  with possibility of further extension
Salary
As per GOAL standard salary package
