Main Duties and Responsibilities:
  • Plan, organize and conduct International Humanitarian Law (IHL) and International Human Rights Law (IHRL) trainings for armed & security forces, Develop presentation materials to conduct the 1HL/IHRL courses/training.
  • Maintain contacts with relevant governmental bodies including armed and security forces.
  • Establish and maintain a network of contacts with the mass media (print, radio, TV) in the country.
  • Create media content on the delegation's humanitarian work for domestic and international use.

  • Develop and carry out public communication activities in consultation with other departments of the ICRC.
  • Keep track of political developments and evolving humanitarian situation in Nepal.
  • Represent the ICRC in various external meetings.
  • Disseminate the mandate and activities of the ICRC.
  • Prepare periodic reports.
  • Translate the documents of concern to the ICRC with high accuracy from national language to English and vice versa.
  • Handle other necessary administrative duties.
Minimum requirements:
  • University degree (Master) in any discipline preferably in law, political science and mass communication /journalism
  • Knowledge about system, function and structures of armed and security forces of Nepal.
  • Knowledge on International Humanitarian Lawand Human Rights Law.
  • 6 years work experience in a similar field especially with armed and security forces.

UNDP Nepal is working with government agencies, national human rights institutions, and civil society organizations, to implement a Strengthening the Rule of Law and Human Rights Protection System in Nepal’ Programme (ROLHR ).  The ROLHR programme aims to ensure that women and vulnerable groups are able to benefit from a protective legal framework and many recent improvements in the field of administration of justice. The ROLHR will do so through a ‘three pronged’ approach.  First, it will develop the capacity of vulnerable groups to access rule of law institutions and assert and enjoy their rights and entitlements.  Second, it will support rule of law institutions to be more responsive to increased demands for justice service delivery, including in a changed  context. Third, it will support the civil society as well as human rights actors, institutions, and media to work together to ensure accountability for justice service delivery. 
To strengthen the administration of justice, the ROLHR will support the development of a justice sector reform process, through which rule of law institutions will define their own priorities and identify measures to effectively address them.  The Programme will support justice sector institutions to conduct pilots to identify ‘what is needed’ and ‘what works’, and then to institutionalize successful pilot initiatives throughout Nepal, including through the development of research, planning, monitoring and evaluation capacities.  
To strengthen access to justice, the ROLHR will also support: the revision of laws and development of human resource capacities needed to implement penal legislation, anti-gender based violence, caste based discrimination, and corruption legislation; an ‘affirmative action’ law degree scholarship and internship scheme through which vulnerable groups currently not well represented in the legal profession can obtain a law degree and practical work experience; and the development of a relevant, accessible and integrated socio-legal aid scheme, which will provide support to enable vulnerable groups to assert and enjoy their rights in civil and criminal cases, including poverty-reducing entitlements such as inheritance, pensions, education allowances, health and legal services.
To strengthen accountability for the delivery of justice and other services which promote and protect human rights, the Programme will support the development of the core institutional capacities which the National Human Rights Commission (NHRC) needs to adapt to its new mandates provided by the NHRC Act.  This component will implement a capacity development approach focused at three levels (Commissioner (leadership), Secretariat (management) and Programmatic (operations), with a view to further enabling the NHRC to perform its crucial ‘watchdog’ role, in terms of monitoring, promotion, advocacy, and complaints handling through investigations.  A key focus of this component will be to develop the NHRC’s capacity to enable other national human rights institutions and actors to achieve critical mass on human rights issues through coordinated advocacy and other joint activities.  Moreover, the Programme will also support a credible transitional justice process for conflict victims.
The justice sector reform process will be implemented through the Justice Sector Coordination Committee network, to support policy dialogue, strategic planning, research, monitoring and evaluation, and pilot activities to improve the administration of justice across the sector.  It is intended that this component will result in the development of a national strategy for justice sector reform in Nepal, supported by a multi-donor funding mechanism. The programme will support the Ministry of Law, Justice, Constituent Assembly and Parliamentary Affairs (MoLJCAPA) to lead reform of Nepal’s legal aid landscape, towards the establishment of an integrated system which coordinates and regulates relevant, accessible socio-legal aid service provision throughout Nepal

Duties and Responsibilities

Under the direct supervision of the National Project Manager, the incumbent will perform the following tasks:
  • Ensure that information and data from the field is captured, documented, analyzed and reported in a results-based and timely manner;
  • Ensure effective communications, visibility and knowledge management;
  • Contribute substantially to the proposal development process;
  • Develop, implement and monitor a project communication and visibility plan, facilitate  better understanding among partners about programme  progress, and  adhere to UNDP and development partner guidelines on communications and visibility;
  • Undertake filed visits to gather the information and results related to the programme;
  • Assist the all components of the programme in producing and documenting all kinds of programme related reports including visibility material;
  • Establish and maintain fully operational state-of-art programme documentation unit;
