Job Title – Programme Manager (National Position)

Location – Nepal
Level – Senior level
Job Description: To work towards improving the Fondazione L'AlberodellaVita’s (FADV) intervention in Nepal, represent and manage  FADV Nepal program and coordinate with different donors, state and non-state stakeholders in Nepal.
Scope of the position:
The position is a senior management position with responsibility of supporting Asia Regional Coordinator in managing FADV Nepal programs and establishing excellent relationship with different donors, state and non-state stakeholders in Nepal. The job holder would have responsibility to manage day to day affairs of the organization including program and administration, explore the opportunity of projects and partnership and to support Regional Coordinator in updating country program strategy for Nepal. The Program Manager being the local contact person for FADV in Nepal would have responsibility of coordination and liaison with different FADV partners’ organizations, government offices, donor agencies, NGOs, CBOs, forum and coordination bodies in the country. The job holder would have responsibility of data collection, development of projects, supervision of day to day functioning of the Office Administrator, and monitor projects in the country.

REPORTING LINES:
Post holder reports to: FADV Asia Regional Coordinator based in Kolkata, India.
Staff reporting to this post: None at the moment.

BUDGET RESPONSIBILITY:

The post holder will have responsibility to support Asia Regional Coordinator in management of the entire budget of Nepal program and country office.
Key Responsibility
As the local contact person in Nepal, the Program Manager will support Asia Regional Coordinator in overall management of FADV programs in the country. He/She will support Regional Coordinator in smooth management of program and administration and ensure the good quality program and visibility of FADV in the country. The person with direct supervision of Regional Coordinator and in coordination with sector heads will have following key responsibilities.
  • Represent FADV in different forums, meetings, etc.;
  • Develop contacts with local Civil society networks and organizations
  • Support Asia Regional Coordinator in updating country program strategy and projects in collaboration with different sector heads;
  • Keep contacts on regular basis with relevant local authorities and other relevant donor and Development Cooperation agencies;
  • Report to Asia Regional Coordinator on political and social developments in Nepal particularly relevant for the work of FADV (such as new NGOs law; debate on civil society role in relation with the overall political and social trends; relevant new initiatives launched by other leading donors and stakeholders; etc.).
Development of project proposals
  • Support Regional Coordinator and sector heads for feasibility study, field assessment, NGO assessment, field visits, etc.;
  • Undertake pro-active donor prospection and propose alternative sources of funding for the discussion with the Asia Regional Coordinator;
  • Contact promising and innovative local CSOs in order to explore new channels for the work of the organization;
  • Drafting of quality project proposals with inputs from Asia Region office and FADV HQ.
Program management
  • Monitor FADV supported Actions in the Country through regular field visit and provide support to FADV partners in project activities implementation;
  • Monitor partners’ program implementation and ensuring that FADV supported Actions are carried out in consultative, participative and gender sensitive way;
  • Follow-up and assessment of on-going grants (operations and financial), and coordination with relevant ministries and departments on actions to be taken;
  • Support Asia Regional Coordinator in development of concept notes and other documents (TORs, contracts etc.) for the implementation of the activities;
  • Ensure delivery of services of all the activities related to the programs and other activities such as capacity building sessions, workshops, conferences etc.;
  • Ensure the visibility of FADV in accordance to FADV visibility guidelines, rules and procedures.
Reporting and documentation

  • Prepare regular technical reports of the progress of the programs including tables of indicators, expected outcomes, etc. and budget analysis and monitoring;
  • Support Asia Regional Coordinator and sector heads in donor contractual obligations for adherence and timely compliance of reporting;
  • Upon request, the Program Manager must be able to respond to media requests in the field, in link with the communication department in FADV Regional Office.
Administration
  • Supervision of Administrative staff of Nepal office;
  • Management of the SWC procedures, compliances with it’s rules & regulations
  • Implementation of staff safety and securing procedures as appropriate;
  • Providing logistic support for Asia Regional coordinator and FADV HQ staff visit to the Country and project areas;
  • Track travel of project staff; this includes assisting with the preparation of monthly travel log reports;
  • Prepare vouchers, bank reconciliations, and expenditure projections on a monthly basis for the approval of the Regional Coordinator;
  • Prepare expenditure projections for upcoming events based on quotes for venues, catering, and transportation as needed. Coordinate activities between program management, customers, and outside parties. This may include making travel arrangements, external meeting accommodations, etc.
