PHASE Nepal is a not for profit National NGO established in 2006 by a group of development professionals dedicated to support poor communities in remote areas of Nepal. For the last 11 years PHASE Nepal has been implementing Health, Education and Livelihood improvement programmes in Humla, Bajura, Mugu, Gorkha, Sindhupalchok and Kavrepalanchok districts. Currently, PHASE Nepal's projects are funded by PHASE Worldwide UK, PHASE Austria, City of Vienna-Austria, Lee Foundation through NTTI USA, Lindsay Cooper Singapore, Global Giving, Innocent Foundation UK through PHASE Worldwide, DFID UK through PHASE Worldwide, BLF UK through PHASE Worldwide, Austrian Development Agency-ADA, GlobeMed USA, Himalayan Development Foundation Australia-HDFA and other individuals and organizations from different countries. PHASE Nepal was heavily involved in earthquake relief projects which were funded by Diakonie Katastrophenhilfe (DKH) Germany, Caritas Germany, Caritas Austria, People in Need, UNHCR in addition to regular donors, some of these donors are still funding various recovery and reconstruction projects. Currently PHASE has over 140 staff working for different projects.
PHASE Nepal is currently looking for an experienced Programme Manager to lead and expand its core activities.
Responsibilities:
The programme manager will be responsible to handle the core projects of this organization to ensure that they are in line with the stated goals of the organization. A program manager may work with everyone from volunteers to management level staff so s/he must be capable of conveying information to people who are not specifically trained in a task and also of leading highly qualified and experienced senior management team members. The post holder must have significant experience of monitoring activities, facilitating, organizing, and costing of projects and proceeding to modify them as necessary. Furthermore, the post holder needs to coordinate and liaise with international donors, represent PHASE in different Government and I/NGO forums, design projects, develop proposals and lead the organization implementation team as appropriate. Currently this position will be responsible for handling health, education and livelihood projects in 21 VDCs (now wards of different rural municipalities) in the above districts, with an approximate budget of 1 million USD per year. S/he should be continuously looking for additional opportunities for relevant activities and funding for PHASE Nepal’s work and significantly contribute in designing programmes and developing proposals to maintain PHASE’s growth plan (1.5 to 2 Million USD per year in coming 5 to 10 years).
Specific Responsibilities:
- Plan the delivery of the overall program and its activities in accordance with the mission and the goals of the organization.
- Develop new initiatives to support the strategic direction of the organization.
- Develop and implement long-term goals and objectives to achieve the successful outcome of the program.
- Develop an annual budget and operating plan to support the program.
- Develop a MEL framework to assess the strengths of the program and to identify areas for improvement.
- Develop tools for baseline needs assessments and conduct assessments in new target areas.
- Analyze baseline data and prepare recommendation reports.
- Work with Executive Director, members and other managers in developing new programmes (including using planning tools like log frames, theory of changes where appropriate).
- Line manage project managers and other mid level staff in the organization and ensure they are well supported and performing to a high standard
- Be present in field for start-up and exit of projects.
- Document activities, case stories, outcomes and lesson learned by organization.
- Develop reports to Executive Committee, local and national government bodies, partners and donors as and when necessary.
- Work with Executive Director, members and other managers in preparing best practice guidelines for starting, implementing and phasing out process of projects run by PHASE Nepal.
- Oversee the compiling and writing up of case studies and human interest stories from the field.
- Ensure useful evidence, statistics and photographs are extracted for use in reports and publicity.
- Develop a system for keeping PHASE Nepal’s contacts updated.
- Take primary responsibility for developing and drafting PHASE Nepal’s annual report.
- Develop and implement a system for information management to ensure all soft and hardcopy documents are filed in an easily accessible way.
- Ensure that the organization’s values and code of conduct are maintained at all levels
Education And Experiences:
- Master’s Degree in Development Studies, Management, Social Science, Engineering, Agriculture or any relevant field.
- Minimum 10 years of experience in managing multiple projects in development field preferably with multiple donors with proven track record of best performance after completion of Master's Degree.
- Excellent command of spoken and written English and Nepali with proven experience of high quality report writing.
- Should be a motivator, team player with excellent leadership skills.
- Should be good planner, have excellent delegation and time management skills.
- Should have strong knowledge and expertise in aspects of managerial system, IT and Microsoft Office packages.
- Experience of successful grant proposal development and fund raising.
- Experience of managing team with multiple expertise.
Salary & Benefits: Negotiable within following range
Depending upon qualification, track record of successful grant fund raising, project management, staff management and leadership skill you will get an attractive salary of NRS 118,000 to NRS 169,000 per month (gross: including provident fund and festival bonus). In addition to this accidental insurance, medical facilities and lunch in Bhaktapur office are provided as per organization rules.
Please note we are looking for someone with minimum of above experience, qualification and track record of successful project development, project implementation, report writing, organizational leadership, staff management, grant proposal writing, fund raising and donor relationships.
