Background
The Local Governance and Community Development Programme (LGCDP)-II implemented by the Ministry of Federal Affairs and Local Development (MoFALD) and supported by a range of development partners, is transitioning it into the Sub National Governance Programme in the context of the new federal Constitution. The Constitution has envisioned the three tiers of government system; federal, provincial and local. The rights and responsibilities of the three tiers of governments are prescribed in the Constitution.
With this background, the LGCDP II has been extended for one more year as a Transition to Sub National Governance Programme (TSNGP) with the objective of supporting institutionalization of sub national governance for smoother and efficient transition management. As part of the TSNGP, the Policy and Programme Support Facility (PPSF), a UN Joint Programme (UNJP), provides technical assistance (TA) for the effective implementation of the larger Programme.
During the period of LGCDP I & II, significant achievements have been made in empowering women, poor and vulnerable people and communities through transformative social mobilization. The TSNGP has adopted social mobilization as its core priority. Hence it has planned to continue the social mobilization to consolidate the best practices from earlier Programme with the revised scope and different operation modality.
The Social Mobilization cum GESI Expert (SMGESI) will be supporting the TSNGP at provincial level through Provincial Support Units (PSUs) to achieve the TNGSP Programme goals, purpose, outcomes and outputs.
The Expert will work under the overall supervision of the Deputy NPM and under the day to day supervision of respective Provincial Support Coordinator cum Capacity Development Expert and programmatically s/he will work under the guidance and in coordination with Social Mobilization cum GESI Specialist at the Program Coordination Unit (PCU). S/he will be expected to collaborate with all the other experts in PSUs and initiate knowledge networking and contribute to a horizontal learning culture.
Duties and Responsibilities
Specific tasks and responsibilities:
With respect to general programmatic responsibilities, the provincial SMGESI Expert will be expected to:
Communicate with sub-national governments (Provincial and Local) and other concerned stakeholders about TSNGP priorities, especially the social mobilization and GESI aspects in the PSU’s area of operations;
Carry-out regular follow up & monitoring of TSNGP’s social mobilization and GESI related activities at the sub national level and assess progress against Annual Strategic Implementation Plan (ASIP) and Annual Monitoring & Evaluation Plan (AMEP) target and indicators;
Assist PSU in implementing activities outlined in the ASIP, Outcome-2 and tracking the quarterly progress;
Prepare social mobilization and GESI, related reports adequately backed with fact & figures, best cases and success stories and share with PCU;
Maintain regular contact with Social Mobilization cum GESI Specialist at PCU for social mobilization and GESI matters and serve relevant data, fact, figures and issues as and when required;
Provide technical guidance to SM and GESI stakeholders at the provincial level for mainstreaming cross cutting issues (GESI, CFLG, EFLG) in every aspect of social mobilization;
Identify program related issues and challenges at the sub-national level and report back to PCU including GESI specialist.
In terms of specific technical responsibilities, the provincial SM cum GESI Expert will be expected to:
Provide support to advocate the best practices of transformative social mobilization to institutionalize social mobilization in Sub-National Government (SNG) to the elected representatives;
Provide support to orient Ward Citizen Forum (WCF) members on their new role and responsibility in the changed context and to engage Social Mobilizers in educating WCF and Citizen Awareness Centre (CAC) members on the provision of Constitution;
Provide support in handover and takeover of social mobilization/ implementing social mobilization exit strategy;
Provide support to convert CACs into cooperative and establish linkage with financial institution to upgrade livelihood improvement schemes;
Provide support to Local Governance (LG) to promote community mediation at local level;
Provide support to LG to identify the most needed rural municipalities to implement social mobilization activities on cost sharing basis;
Provide support to organize training/orientation to Social Mobilizers, WCF and CAC members ;
Provide regular technical support and guidance to sub national governments (provincial and local) on social mobilization and GESI related matters;
Develop functional coordination with local level SM agencies for bringing harmonisation in social mobilization in the PSU area of operations;
Provide support to establish coordination between WCFs and Tole Lane Organizations in municipalities;
Support sub national governments and Municipality Social Mobilization Committee (MSMC) for effective implementation, monitoring of social mobilization activities and also assist them for performance assessment of Local Service Providers (LSP) and social mobilizers;
Support the sub national governments in the implementation of all TSNGP activities related to Social Mobilisation and GESI;
Monitor the implementation and results of activities related to SM and GESI issues at the provincial level;
Provide technical assistance to sub national governments in the implementation of SM cum GESI issues.

Good practical knowledge of inter-disciplinary development issues;
Ability to go beyond established procedures and models, propose new approaches which expand the range of projects;

Required Skills and Experience
Education:
Completion of Master degree in Social Science, Rural Development, Gender or related field.
Experience:
5 years’ experience in social mobilization and community development with hands-on expertise in GESI;
Experience in working at grassroots/community level is an essential requirement of the post;
Familiarity with working with GoN implemented project will be an added advantage;
Demonstrated track record of delivering high-quality reports on time;
Experience of working in a national government-managed programme would be an advantage;
Good command of spoken and written Nepali and English.
