Finance Manager in FHI 360

Finance Manager
The Finance Manager is responsible for managing the Accounts section providing advice on financial operations, monitoring financial accountability and ensuring accounting system in accordance with FHI 360 and cooperative agreement financial control policies and procedures.
KEY RESPONSIBILITIES:
  • Ensure timely processing of Implementing Agencies (IA) financial reports and reimbursement to FHI 360 IAs.  
  • Oversee the proper functioning of FHI 360 GFAS accounting system; prepare pipeline analysis and report to provide information for management decisions.
  • Assist FHI 360 management in preparation of country office budgets and budget proposals. 
  • Review vouchers/invoices submitted to FHI 360/Nepal and verify that items claimed are in accordance with an agreement and actually delivered or performed.
  • Ensure petty cash management.
  • Oversee the timely reimbursement for consultants and other payments.
  • Ensure submission of accurate and timely monthly finance reports to headquarters. 
  • Ensure adequate Country Office cash flow and maintain regular communications with FHI 360 finance support.
  • Oversee the VAT and Tax (TDS) calculation and ensure timely deposit of tax deductions to concerned office in accordance with policy and Nepali tax laws.
  • Assist in the conduct of FHI 360 internal and external audits.
  • Contribute to the development of Project office annual work plans and budget designs. 
MINIMUM REQUIREMENTS:
  • Master’s degree in Accounting or Business Management with minimum five years of work experience or Bachelor’s degree in Accounting or Business Management with minimum seven years of experience. 
  • Strong knowledge and experience with office accounting systems and USAID financial and accounting procedures.
  • Proactive and independent approach to work with willingness to undertake additional responsibilities. 
  • Ability to perform multiple tasks and work under pressure.

Grants Officer 
The Grants Officer is responsible for maintaining the Country Office contracts & grants system to provide sound management control over FHI 360 compliance with award terms and conditions and FHI 360 policy. Grants Officer coordinates with the program units and provide up-to-date financial information on implementing agencies receiving funds from FHI 360 Nepal.
KEY RESPONSIBILITIES
  • Perform FHI 360 pre-award reviews by visiting organization for examine/review the organization’s financial and management capacity
  • Assist the Design, Finance and Technical (DAFT) team to develop sub-agreement budget and budget amendment following FHI 360 standard formats and requirements, review cost in the basis of allocability, reasonability and allowability
  • Finalize the IA’s sub-agreement and amendment budget
  • Prepare financial orientation slides in align with FHI 360 financial management and reporting system and provide orientation/training as and when required
  • Prepare/maintain checklist and complete file of implementing agencies for Contract Management Services (CMS) that includes agreement, pre-award, financial and administrative review checklist, policies and procedures of the organization etc
  • Develop and maintains subproject financial management guidelines for implementing agencies
  • Ensure IAs submit the Sub-Awardee Financial Report (SFR) in timely manner, reviews and comments on monthly SFR’s submitted by implementing agency for country office approval and reimbursement of funds
  • Maintain financial information on fund received and monthly expenditure by the IAs and ensures IAs have good fund management system, have sufficient balance in hand and review IAs cash flow projection and their expenditures trends
  • Oversee/prepare IAs inventory control system and maintain details of VAT bills submitted by IAs
  • Provide tailored technical assistance in proper financial control system to implementing as and when required and requested for
  • Review IAs administrative/operation policy and make sure the policy is applied consistently and complied with the FHI 360 policy
  • Maintain frequent communications and perform supervision visit to the IAs to examine project receipt and expenditure account and to ensure application of project financial control system is being adhered
  • Complete recipient site visit’s financial and administrative review checklist and maintain/send copies to HQ/APRO
  • Assist in carrying out internal and external auditing functions
