Position: Team Leader
Duty Station: RRN Kathmandu with frequent field visits to programme areas in Nepal
Envisaged date of joining: May/June 2016
Duration of Assignment: Until the end of CDP in October 2017, with the possibility of additional one year extension.
Annual benefits (Gross estimates): NRs 2,887,500; and non-cash benefits - accidental insurance up to NRs 1,000,000 and medical insurance up to NRs 500,000 (Spouse and 2 children covered)
About CDP
The CDP is a DFID supported Non-State Led Service Delivery Component of the Nepal Local Governance and Community Development Programme (LGCDP) under the Ministry of Federal Affairs and Local Development (MoFALD).The CDP is expected to strengthen local governance for providing direct service delivery to deprived communities in 18 districts, 9 of which are Terai districts and 9 remote districts of the Mid and Far-West Development Regions of Nepal. In the Mid and Far West Development Regions, CDP is covering the following Districts: Jumla, Humla, Mugu, Dolpa, Kalikot, Bajhang, Bajura, Achham and Jajarkot. In the Central and Eastern Terai regions, CDP is working in Parsa, Bara, Rautahat, Sarlahi, Mahottari,Dhanusa,Siraha,Saptari and Sunsari districts. The CDP aims to contribute towards enhancing local governance system and promoting coherence.The design of CDP is such that it does not function in isolation, rather joins hands by drawing the comparative advantage of different actors (state and non-state) in planning, implementation and monitoring.The overall goal of CDP is to help improve governance, reduce poverty and complement the LGCDP results framework.The CDP's expected outcome is "Strengthened, coherent, resilient and inclusive local government systems for effective service delivery". The Programme seeks to achieve the outcome by ensuring three outcomes in the areas such as : Poor and excluded people empowered to claim their rights and receive economic opportunity; Strengthened Local bodies' structures, systems and processes to be inclusive, accountable and transparent, and Improved service delivery for poor and excluded people including disaster resilient infrastructures.
The CDP is being implemented by RRN in a consortium arrangement with UN's World Food Programme (UNWFP) and Oxford Policy Management (OPM) incorporated in UK. RRN is one of the largest, leading Nepali non-government organizations (NGO) working in the areas of development and policy advocacy. Its major areas of interventions/ engagements include, but not limited to, rural development, human rights and social justice- having strategic focus on protecting and promoting economic, social and cultural rights and right to development, and peace building from below in Nepal. Its major interventions are directed towards promoting pro-poor and pro-people policies and practices through integrated rural development, policy advocacy, campaign, lobbying, networking and research functions.
Key Responsibilities:
  • Provide overall leadership and guidance to the CDP team comprising of a total of 284 staff based at project Management Unit, two regional offices and 18 district offices.
  • Design and plan the programme for effective delivery with the strategic engagement of all stakeholders.
  • Undertake overall management functions of the Programme with the support of Programme Manager, including programme planning, organizing, controlling, directing and monitoring.
  • Ensure quality assurance and monitoring of the programme and timely delivery of inputs. Manage consortium partners and ensure delivery of high quality results .
  • As the primary focal person, liaise with external stakeholders including Government of Nepal and DFID.
  • Ensure timely reporting to MoFALD and DFID.
  • Undertake any other responsibilities that may be required to achieve the objectives of the programme.
Required Core Competencies, Oualifications& Experiences:
  • Nepalese citizen with demonstrated experience working with international development organisations, preferably with experience outside of Nepal.
  • At least ten years' experience in a senior management position in a large international development organization or INGO.
  • A demonstrated track record in the design, management and oversight of local development and/or governance programmes in a developing country context.
  • Proven competency and experience in progressive leadership positions, managing large programmes/projects.
  • At least Post Graduate Degree (Masters/PhD) in public administration, social sciences, management, agriculture, engineering, natural resources management, development studies or related disciplines.
  • Thorough understanding of the political and local governance environment at the national and sub-national levels preferred.
  • Demonstrated ability to implement projects with rigorous timelines and deliverables with quality.
  • Excellent English language competencies both verbal and written, especially report writing with excellent communication and presentation skills.
  • Excellent interpersonal communication skills.
  • Proven track record for managing and building team work and collective efforts.
