VACANCY ANNOUNCEMENT
RTI International, the International Education Division is currently accepting applications for a Senior Education Systems Analyst to support the Early Grade Reading Program (EGRP), a USAID-funded five-year program to improve early grade reading in Nepal. These are full-time positions. The 5-year program will work closely with and support the Government of Nepal’s design and initial implementation of a national education model that standardizes early grade reading in public schools.  These positions is based in Kathmandu with expected travel to target districts across Nepal. 
Senior Education Systems Analyst (One position only) -  will work with national and district level counterparts in supporting EGRP related policy implementation, explore ICT technologies, resource management and building partnerships for improved early grade reading.
PRIMARY RESPONSIBILITIES:
  • Provide technical support to Chief Technical Advisor for effective implementation and improvement of early grade reading program in 16 districts and to collaborate IR1, IR2, IR3 and the M&E work.
  • Support capacity building strategies with the MOE and NEGRP partners for target districts, as well as for additional districts in the later years of program implementation. 
  • Work with the embedded technical support unit (TSU) within the MOE to integrate NEGRP/EGRP -supported tools into existing central and district-level systems.  
  • Provide technical support to the regional and district teams for the effective implementation of EGRP including follow-up on grants management. 
  • Coordinate the design and implementation of studies or surveys deemed crucial for improved student learning outcomes, including language mapping. 
  • Provide technical support related to development of early grade reading standards and benchmarks. 
  • Engage in policy dialogue with stakeholders regarding teacher mobility and assignments, language of instruction, engagement of parents, and other education policy issues. 
  • In collaboration with NEGRP’s monitoring and evaluation team, develop and coordinate implementation of the program impact evaluation efforts.
  • Support MOE/CLAs in to integrate ICT for early grade reading interventions and provide technical assistance in developing appropriate ICT-enabled approaches. 
REQUIRED SKILLS AND QUALIFICATIONS:
  • Master’s degree in education, public administration or related field and 6 years of relevant experience or Bachelor’s degree in education, public administration or related field and at least 10 years of relevant experience. 
  • 5 years of relevant experience in one or more of the following areas: education systems strengthening, education policy, early grade reading programs, student assessment and evaluation.
  • Experience in meaningful collaboration with government and ministry counterparts, and local capacity development.
  • Experience with open and distance learning mechanisms, including e-learning and m-learning (using mobile devices for training). 
  • Excellent computer skills in common productivity programs, solid photo and video editing and basic multimedia content /web development
  • Strong knowledge of education systems in Nepal.
