Program
Manager
Research Triangle Institute (RTI
International) is an international, independent
not-for-profit organization dedicated to improving the human condition by
turning knowledge into practice. With a worldwide staff of more than 4,000
people, RTI offers innovative research and development and a full spectrum of
multidisciplinary services that meet the highest standards of professional
performance.
ENVISION is a five-year cooperative agreement through which RTI
supports and expands NTD control and elimination in priority countries and will
further the development of evidence-based policies and standards globally.
Compensation for this position is based on RTI Nepal’s national compensation
scheme.
POSITION SUMMARY:
The primary function of the Program
Manager is to provide programmatic support for the planning, implementation,
and monitoring of the ENVISION project. The Program Manager will work closely
with the Ministry of Health and Population (MOHP) to support effective
implementation of ENVISION’s contributions to the national NTD program. This
position reports to the Resident Program Advisor (RPA), ENVISION Nepal.
The Program Manager’s main responsibilities include:
Program Planning/
Development/Coordination
Under the direction of the RPA, the
Program Manager will supervise and monitor all ENVISION project activities and
will:
- Assist the RPA in monitoring of ENVISION activities by attending meetings as required with ENVISION counterparts and visiting project sites for reporting on progress measured against expected results noted in ENVISION annual work plan.
- Make field visits to project sites, to assess program implementation, to monitor and supervise program activities and report back to the RPA
- Contribute to the development of technical activities based on the strategic directions of the program.
- Participate in program and activity planning and implementation.
- As the monitoring and evaluation (M&E) lead for the project, provide oversight to all M&E activities on the project, including final review of M&E products such as workbooks and databases.
- Assist the RPA in coordinating with the partners at the central level such as DoHS, EDCD, CHD and national trachoma program (NTP) for all ENVISION related program activities.
- Coordinate with District Public Health Offices, District Health Offices, and District Education Offices in ENVISION program districts for all activities.
- Provide overall programmatic support to the RPA.
Information Processing
- Provide written reports of program activities at the direction of the RPA
- Contribute to the annual work plan and semi-annual reports, at the direction of the RPA
- Prepare presentations and graphic material for ENVISION reports, work plans, and other documents
- Assist in the preparation of ENVISION briefs and other summary materials
- Contribute to the capture and dissemination of information on project activities, outcomes, best practices, and lessons learned including success stories and articles for publication on the ENVISION website and in other fora;
- Represent ENVISION Nepal and RTI, as requested by the RPA, at national, regional and international technical meetings.
Management and Administrative Tasks
- Assist the RPA and Finance and Grants Manager with budgeting for programmatic activities
- Manage the M&E Associate, including training on all ENVISION M&E materials and supervision of M&E products.
- Support in-country project meetings. This may include booking rooms, coordinating schedules, issuing and tracking meeting invitations, preparing meeting agendas and supporting materials, and preparing meeting notes;
- Maintain project files for technical deliverables (including those from grantees);
- Maintain project activities calendar and monitor completion of routine internal reports;
- Provide information to RPA and Finance and Grants Manager on financial forecasts and recommend request for payment.
- Prepare list of supplies and equipment required for various ENVISION activities with guidance from RPA and work closely with Office Manager to ensure procurement.
REQUIREMENTS:
- Master’s Degree in public health or related field and at least 6 years of experience or a Bachelor’s degree and at least 10 years of program management experience
- Demonstrated experience in the implementation of community-based programs
- Demonstrated experience in managing M&E activities (at least 3-4 years with a Master’s degree, 6 years’ progressive experience with a Bachelors-level degree).
- Extensive field experience in targeted districts and solid understanding of the realities and complexities of working in hard-to-reach villages with marginalized and disadvantaged groups,
- Program and Administrative experience, preferably for an organization implementing international programs in developing country settings;
- Ability to interact with staff at all levels in a fast paced environment, sometimes under pressure, and be proactive, resourceful and efficient, with a high level of professionalism;
- Excellent oral and written communication skills in Nepali and strong command of oral and written English;
- Excellent organizational skills and attention to detail;
- Demonstrated experience in Microsoft Office, including Word, Power Point, and Excel.
- Candidate with working experience with USAID funded program or RTI Projects will be preferred
