JOB DESCRIPTION : OFFICE MANAGER
LOCATION : GOAL NEPAL
The incumbent will be based in the Kathmandu Head office of GOAL Nepal, but would be required to travel periodically to the field sites.  Currently GOAL Nepal is working in Rasuwa and Ramechhap Districts but may extend the areas of operation.
The duties of the Office Manager would include Human Resources, Administration and general office management.  A sample break up of the duties is given below:
Human Resources:
  • Preparing Job Descriptions for each staff, as required.
  • Maintaining Personnel files for each staff in the Office as well as in the Offices in the field sites
  • Assisting the Country Director in uploading recruitment advertisements, and assisting the senior management team in conducting interviews
  • Scheduling Objective setting of the employees, and the initial appraisal of each employee along with their line managers.
  • Ensures legal compliance by monitoring and implementing applicable human resource requirements as per the local laws
  • Maintains management guidelines by preparing, updating, and recommending human resource policies and procedures.
  • Maintains historical human resource records by designing a filing and retrieval system; keeping past and current records.
  • Maintains human resource staff job results by counseling and disciplining employees; planning, monitoring, and appraising job results.
  • Contributes to team effort by accomplishing related results as needed.
Administration / General Office Duties:
The main purpose is to manage the Kathmandu office on a day to day basis, working closely with GOAL staff in Nepal. This work will involve managing reception, logistics and IT duties, and general administration.
Key Duties:  
  • Supervise other administrative staff as required based in Nepal.
  • Administrative duties such as filing, photocopying and organising meetings.
  • Coordinate travel for GOAL Managers if required, e.g. accommodation and transport arrangements.  Make arrangements for the arrival of visitors and new international staff.  
  • Manage and oversee phone calls, enquiries and visitors that come to the office.
  • Work with the logistics officer to ensure that transport is available for staff when required.
  • Oversee the work of support/ facilities staff and contractors in GOAL’s office and housing, e.g. cleaners.  Ensure that the GOAL office is presentable at all times.
  • Ensure the serviceability of all office equipment including office phones and IT equipment.  Through logistics, ensure that relevant repairs are carried out.
  • Ensure that the office has adequate stationery supplies and manage the allocation of stationery for staff and the relevant inventories. 
  • Assist the Financial Controller when required with duties such as banking and petty cash.
  • Generate weekly and ad-hoc reports when required by GOAL managers.
  • Implement GOAL standard systems and take initiative to develop new policies if needed.
  • Undertake additional or alternative duties that may be requested by the Country Director. 
Qualifications: A diploma / degree in HR Management is required, as well as thorough knowledge regarding local laws relating to Human Resources.  The incumbent should additionally possess the following skills:
  • Strong attention to detail.
  • Ability to manage and prioritise a varied workload in a rapidly changing work environment.
  • Willingness to learn and to take on extra duties as required.
  • Good computer skills including Microsoft word and excel.
  • Excellent working knowledge of English.
  • At least 2 years’ experience of managing a busy office, preferably at set-up stage.
  • Friendly, professional manner, with the ability to manage and work with staff at all levels
