Monitoring & Evaluation (M&E) Officer-urgent

PACT IS RECRUITING 
Pact, a non-profit organization based in Washington, DC, is implementing a USAID-funded project, Sajhedari Bikaas, aimed at empowering local communities to direct their own development. Pact has an immediate need for highly competent Nepali citizens to fill the following position to be based respectively in Abu Khairini and Charikot.
Monitoring & Evaluation (M&E) Officer
The M&E Officer will be responsible for assisting in all program monitoring activities. S/he will help to implement a Performance Based Management System (PBMS) that ensures comprehensive and accurate data collection, proper database development, and analysis of results to improve project implementation. The incumbent will work closely with the M&E team and will report to the M&E Director. S/he will collaborate closely on a day to day basis with the Sajhedari Bikaas Recovery offices in their respective district.
Specific Duties and Responsibilities:
  • Collect data from grantees, partners, and other sources
  • Perform regular filed visits to ensures  high quality data 
  • Train LNGO partners in data collection, collation, storage, analysis, and reporting mechanisms  
  • Conduct data collection, collation, storage, analysis and reporting, ensuring that data is audit worthy. Where problems exist, support partners in the identification of solutions to challenges 
  • Compile and submit high quality data from IPs and LNGO partners   
  • Compile periodical reports from IPs and LNGOs, including timely follow-up of all M&E reporting requirements
  • Assist M&E team to prepare periodical reports with verified data on monitoring and evaluation plan (MEP). 
  • Other duties as assigned.
Minimum Qualifications:
  • B.A., or equivalent, in related field, with practical experience in database management in local governance
  • 3 years of relevant professional experience with evaluation and research design, data collection and analyses, and computer software, i.e. MS Office, MS Access and database programs (preferred).
  • Experience with civil society/NGO sector a plus, especially with local organizations
  • Ability to work independently, take initiative, and manage a variety of activities concurrently 
  • A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment
  • Fluency in English and knowledge of Nepali and other  local languages 
  • Ability to work on Result Based Monitoring and Evaluation system 
  • Excellent Nepali and English typing with translation skills
  • Good analytical skills 
  • Ability and willingness to travel domestically on short notice 
  • Strong communication skills
