Position Title: Finance and Human Resource Manager
Location / department: Kathmandu, Nepal
Length of contract: One year (renewable)
Responsible to: Mission East Country Representative
Responsible for: Finance Officer, Finance Assistant and HR/Admin Assistant
Overall responsibility: The Finance and HR (Human Resource) Manager is responsible for overseeing all aspects of financial management and control of Mission East Nepal, including accounting, internal controls, donor compliance, cash flow management, production of financial reports to organizational headquarter and donors. S/he has to supervise the financial management of our implementing partners and play key role in budget development for new projects. S/he is involved in budget analysis of existing projects, provides administrative and financial oversight for project management, budgetary monitoring and forecasting. The Finance and HR Manager ensures compliance with relevant internal organizational systems and policies as well as compliance with Nepali legal requirements.
In addition, s/he is responsible for management of the HR system in the Mission East office; updating, implementing HR policy, systems and procedures as appropriate.  S/he is responsible for the management of recruitment, redundancy, and exit procedures as well as employee benefits. The Finance and HR manager is responsible for ensuring compliance of Mission East HR policy with national labour law.  
This is a position of senior responsibility in a dynamic team.  Mission East has worked in Nepal since 2007 and is involved in long-term development programmes as well as earthquake response work.
KEY TASKS AND RESPONSIBILITIES
Financial Management
  • Ensure payments, transfers, salary, tax and Provident Fund payments are carried out in timely and accurate manner
  • Responsible for the quality of bookkeeping and liaise with HQ on financial matters, especially reporting.
  • Make sure the data in the accounting system are maintained in accordance with organizational policies and procedures, donor requirements and accounting standards.
  • Manage annual audit in compliance with Nepalese legal requirements and Project Audit, Internal Audit and Expense verification of Partner organizations as per organisational and donor requirements.  
  • Participate in the production of regular reports (including interim and final reporting) for each project for donors, as per internal rules and funding requirements.
  • Ensure the development of proposal budgets as required, in  close collaboration with Programme and Operations team members
  • Manage fund requests and transfers according to the cashflow forecasts, check Mission East’s partners’ fund requirements and eligibility, and ensuring receipt of confirmation in compliance with audit standards.
  • Responsible for ensuring project accounting and budgetary oversight to the highest standards
  • Support Programme team in financial monitoring, and conduct Quarterly review of budget and expenditures for each project, in coordination with the Project focal Person.
  • Liaise closely with Programme and Operations team to ensure shared understanding on financial aspects of Mission East programme activities
  • Oversee support to Mission East’s partners in the area of finance: building their financial capacity, ensure guidance is given on accounting principles and systems as needed and ensuring reports are in line with the Memorandum of Understanding requirements.
  • Support Mission East meets its financial obligations relevant to Project Agreements with the Government of Nepal
  • Analyse and present financial data to Country Representative as requested. 
Human Resource Management
  • Responsible for the implementation and execution of Human Resource policy and procedures for Mission East Nepal, in line with relevant labour law  and in keeping with the process of staff professional career development
  • Prepare official employment and Consultant Contracts, terms & conditions.
  • Initiate and oversee recruitment; interviewing and completion of selection process, induction of new staff and management of exit / redundancy procedures as required. 
  • Ensure Human Resource Quarterly Status Reporting to HQ and liaise with HQ as required on HR issues. 
  • Take staff grievances and disciplinary actions in confidence and help resolve them in liaison with Country Representative and in keeping with standard Mission East procedure.
  • Manage HR matters with integrity and confidentiality and uphold and promote code of conduct of the organization.  
  • Support line managers to ensure good HR management including regular appraisal processes,  approval of leave, assessment of staff training and development needs etc. 
  • Manage staff of finance / HR team in keeping with best HR management practice and in line with organisational policy. 
SELECTION CRITERIA
Desired profile:
  • The ideal candidate will have a solid background in NGO/INGO accounting and finance management.  S/he will have a proven record of staff capacity building and staff management (in supervision, delegation, and training). S/he will demonstrate attention to detail, be completely trustworthy, and act in an appropriate professional manner at all times.
Qualifications required:
  • Masters degree preferably in Accounting/Finance plus knowledge and experiences on HR management 
  • Professional accounting/finance qualification from internationally recognised accounting body.
Experience required:
  • At least 5 years of progressive experience in accounting and finance, and HR management in international NGO working in a relief/development setting. 
  • Running NGO field accounting systems
  • Policing adherence to Finance policies
  • Preparation of budgets & financial reports for international donors, with strong European Donor experience.
  • Developing financial skills and capacity building of local finance and non-finance staff. 
  • Planning and allocating costs between different projects.
Necessary skills competencies
  • Good knowledge of accounting management software, systems and practices, knowledge of Quickbooks is an asset.
  • Strong computer skills (Excel, Word, Access etc).
  • Strong analytical skills.
  • Strong staff management skills and a team player.
  • Good distance communication skills.
  • Excellent fluent English (written and spoken). 
  • Sympathy with Mission East’s organisational values.
