Coordinator for INGO

Position Title: Disaster Risk Management (DRM) Coordinator
Location: Kathmandu, with field travel to Karnali Districts (Humla, Mugu, Kalikot, Jumla) up to 30% time, and also to earthquake affected districts as required
Length of contract: 12 months (with possibility of renewal)
Responsible to: Karnali Programme Manager,  with DRM input also into other programme areas
Line management of: None
Background:
  • Mission East, founded in Denmark in 1991, is an international humanitarian organisation, working in Eastern Europe and Asia. The organisation’s longterm activities in Nepal focus on building the inclusion and resilience for the most marginalised and vulnerable groups living in Karnali.  Since April 2015 Mission East has also been carrying out earthquake response programmes.  
Overall responsibility:
To oversee, and in collaboration with our local partners to supervise the effective implementation of the Disaster risk reduction (DRR) and Climate Change Adaptation (CCA) project portfolio of ME Nepal, mainly focused on Karnali programme Support DRR elements of earthquake recovery project particularly through coordination with DRR stakeholders at district level.
To provide technical expertise in inclusive DRM with a focus on children, people with disabilities, gender and social inclusion; build the capacities of our partners accordingly.
To take part in strategic planning for DRR and CCA component of Mission East Strategic Program in Nepal.
KEY TASKS AND RESPONSIBILITIES
Strategic and Operational Management 
  • Lead, review and develop DRM intervention strategy in coordination with Programme Managers
  • Participate in preparation of assessments and funding proposals
  • Supervise the effective implementation of DRM projects with regular field visits
  • Guide the implementing partners’ project team to organize, plan and monitor with partners and local authorities all the activities of the DRM project portfolio
  • Ensure adequate DRM programme monitoring, learning and reporting,provide reports in accordance with Mission East policies and donor requirements
  • Deliver technical expertise in inclusive DRM, with a focus on children, people with disability, gender and social inclusion.
  • Support Programme Managers & Country Representative in identification of new DRM projects in keeping with strategy. 
  • Contribute to design and review ME contingency plans for relief operation in the likelihood of further disasters in Nepal
  • Provide technical and coordination support to Nepal Earthquake Recovery project 
Partner technical assistance and supervision
  • Deliver targeted technical assistance in DRM and DRM-related topics to our implementing partners
  • In particular assist partners in implementing fully inclusive DRR action.
  • Contribute to the development of a Karnali network of NGOs dedicated to DRR and CCA mainstreaming and advocacy
Coordination and Representation
  • Represent Mission East in external DRR or CCA-related forum/workshops per agreement with the Country Representative.
  • Maintain regular contact with other INGOs, UN agencies and NRRC flagships, and government officials and participate in coordination forum as required.
  • Work closely with local and national level authorities to ensure that Mission East’s programmes conform to governmental strategies and the Nepalese law.
Staff capacity building
  • Support capacity building of colleagues in DRM, by providing guidance, coaching and effective coordination on DRM issues among ME team members. Coordinate closely with other programme staff.
  • Participate in determination of ongoing / future staff requirements and recruitment processes for ME DRM portfolio as required 
Other
  • Implementation of Mission East policy and procedures including security, Health and safety in all locations, including regular risk assessment
  • Any other tasks as required
NECESSARY COMPETENCIES
Qualifications required 
  • A solid managerial background related to the management of DRM and DRR-related projects.
  • Technical background in the domain of inclusive DRR
  • Education should at least be to Masters degree level, preferably in a social sciences related discipline or international development.  
Experience required
  • At least 4 years of experience of management of increasing DRR project portfolio, project monitoring and quality control.
  • Solid knowledge of DRR/CCA key stakeholders in Nepal.
  • Demonstrated experience in preparing excellent proposals and budgets, budget management, preparing work plans, training staff, and monitoring /evaluation of projects.
  • Experience in CBO capacity building on DRR / CCA
  • Previous working experience in Karnali zone is an asset
Necessary Competencies
  • Team player with self-management skills. An ability to coach, delegate, follow-up and supervise as well as support.
  • Excellent interpersonal skills, ability to engage effectively with staff, communities and authorities
  • Fluency in spoken and written English.
  • Excellent computer skills in Word, Excel, and Outlook. Access and/or GIS (database skills) an advantage
