PROJECT SUMMARY:
The USAID/Nepal funded KISAN project is improving food security in twenty Hill and Terai districts in the Western, Mid-Western and Far-Western regions of the country. The project is in its fourth of five years. The goal of the project is to sustainably reduce poverty and hunger in Nepal by achieving inclusive growth in the agriculture sector, increasing income of farm families, and improving the participation of the private sector in promoting agriculture growth. Many farmers in Nepal, particularly smallholder farmers in rural areas, lack access to quality inputs, technologies, information, and markets. KISAN is interested in improving the efficiency of key supply and value chains, and expanding their reach to rural farmers, to help increase smallholder farmers’ productivity and income.  To ensure sustainability, the KISAN project is working with the private sector to take on the role of engaging famers in commercial or semi-commercial agriculture.
RESPONSIBILITIES:
The cluster M&E officer will work under the supervision of the Regional M&E manager, and with outcome managers, and project partners to implement the KISAN M&E Plan.  S/he will carry out the following responsibilities under the direct responsibility of the Regional M&E manager:
  • Responsible for the day to day M&E activities in respective cluster. S/he will ensure that WIKISAN requirements are met on timely basis and guides data collection, management of the data both (hardcopy and softcopy), and display of the results.
  • S/he should be aware of planned activities of KISAN and ensure proper documentation of all forms and files (District wise) and maintain the filing system of district hardcopies as per M&E requirement.
  • Ensure field data, record, register document is collected and entered in a timely manner.  This will involve reminding/follow up with the field staff, reviewing data, making correction, and making sure data entry is also carried out where necessary and ensure they are complete and free of issues.
  • Work with spreadsheets/database software and check any inconsistencies with WIKISAN data (duplicate, missing or incorrect information) and check hardcopies for errors (e.g. missing forms, incomplete information etc.). Communicates M&E issues, challenges and questions to regional M&E manager and help to identify solutions
  • Provide training to staffs and manage WIKISAN data entry, sample survey, baseline and impact studies. Check hardcopies for inaccuracy and review data for errors and data entry, query and generate reports from the M&E System. Collects feedback from field staff entering on data collection and data entry
  • Data entry of forms received in cluster office and follow-up/communicate with district team on any data irregularities and inaccuracies. 
  • Assist in designing, compiling and disseminating routine monthly, quarterly and annual data reports and other ad hoc reports.
  • Assist in data analysis, reporting and dissemination and provide feedback to modify the M&E System.
  • Works closely with the project staff to conduct regular and timely field visits to verify data quality and track data used in analyzing performance and documenting results 
  • Oversee data quality analysis (e.g. field visits, spot checks to assess data accuracy and backup documentation)
  • Identify and document potential case study topics and lessons learned 
  • Check WIKISAN data for GPS coordinates and follow up with districts for missing or incorrect information.
  • Use GPS to collect coordinates in the field when required.
  • Support in logistic activities when required.
  • Other M&E related work assigned by the M&E team.
QUALIFICATIONS
  • The Cluster M&E officer must be a good team player, have good creative analytical and communication skills, and the ability to work in a multicultural, post-conflict environment. We encourage the application of women, janajatis and those from disadvantaged communities. S/he should also have Effective verbal and written communication skills.
  • Working knowledge of Spreadsheets/database software (e.g. Microsoft Excel, Microsoft Access or similar) and should be able to run basic queries.
  • Having GPS skill preferred.
  • Have a motorcycle driving license or with good bicycling skills.
Education: Preferably a bachelor’s degree and experience in development/agriculture related projects.
Experience:  Minimum of four years of experience in monitoring and evaluation for agriculture or community development assistance programs in Nepal. Preference will be given to those with USAID experience and/or work with a contractor or international NGO managing M&E for program(s) of similar complexity and scale.
