The
International Organization for Migration is seeking qualified national
and international for the following consultancy based in Kathmandu.

Position Title: Consultant
Type of Appointment: Consultant Contract
Contract period: Approximately 4 weeks
General Background
The
International Organization for Migration (IOM) has been working closely
with the National TB Center (NTC) in implementing a STOP TB/ TB REACH
project in several districts in Nepal since 2011. Following the
April/May 2015 earthquakes, IOM supported the National TB Programme
(NTP)’s Post Disaster Needs Assessment (PDNA) in some affected
Districts. In addition, IOM Nepal has recently started its TB services
through active TB case finding activities among Internally Displaced
Population (IDP) in selected Earthquake affected areas. IOM intends to
develop a proposal to expand its activities in other Earthquake affected
areas that aims to support NTC’s efforts in the revitalization of TB
prevention and control services.
Nature of the consultancy:
Development of plan for IOM Nepal’s post-earthquake TB Project that
aims to support the implementation of the NTP’s Recovery and
Reconstruction Strategy and to address key short – medium – long term
needs as outlined in the PDNA results and recommendations.
Objectives:
The
objective of this assignment is to assess the capacity of IOM Nepal’s
TB programme and develop a project plan/proposal to address the needs of
the NTP in Earthquake affected areas as outlined in the TB PDNA results
and recommendations.
Task to be performed:
1. Work
closely with IOM Migration Health Department (MHD) and other relevant
IOM staff including Emergency Health Team Leader in developing the
plan/proposal.
2. At
the start of the activity, the Consultant will conduct a desk review on
IOM MHD TB activities and projects including TB REACH and make
comparative SWOT analysis. Secondary sources for desk review shall
include:
· Government reports and statistics relating to Tuberculosis in Nepal including PDNA report.
· WHO and technical guidelines/recommendations.
· NTP Policy and technical guideline
· Previous TB REACH reports of IOM and partners in Nepal.
3. Visit
IOM MHD project sites in Kathmandu and Damak and other locations in the
Eastern Region in order to observe IOM TB activities.
4. Consult with NTC and WHO and other partners involved in TB programme activities.
5. Develop
a Draft Project Proposal/Plan including budget and work plan in
collaboration with NTC and other stakeholders following IOM’s Project
Development and Implementation (PD&I) guidelines/manual.
6. Submit the proposal to IOM for review and feedback.
7. Finalize the proposal and submit to IOM.
8. Provide
feedback and input to on-going Emergency Response TB activities,
including recommendations on how current activities or protocols may be
adapted to respond to the immediate needs of NTC.
Required Qualification and Competencies:
Education:
Master’s
degree in Public Health, International Health, Business Administration
or other related field from a recognized institution; Doctorate degree
is preferable.
Professional and Related Experiences:
a) Experience in conducting health research and developing proposals in TB Control Programme in developing countries;
b) Experience working in TB in Nepal and with government is preferred;
c) Proven skill/experience/analysis on Emergency Health is essential;
d) English proficiency with excellent written and communication skills is a must;
e) Excellent analytical and negotiation skills; and
f) Excellent time management and ability to produce outputs as per agreed deadlines.
