Program Officer - HIV & AIDS

Role Purpose

The Program Officer - HIV &AIDS will be responsible for timely delivery on HIV& AIDS activities at the implementation level. S/he is responsible to ensure capacity development of partners (SRs) through various approaches including coaching and on the job capacity building on the HIV& AIDS theme. The position holder will ensure quality delivery of HIV & AIDS program at implementing sites by maximizing the impact as per the country strategy and best utilizing the available resources to attain HIV & AIDS goal of Save the Children adhering to its national strategy and with Save the Children Global Initiatives, supported by the Program Coordinator and other relevant team members in the impact area.
Term and Location: Fixed term position till mid-July 2017 and will be based in Siraha or any other cluster office under Eastern Regional Office (ERO) with frequent field visits
Required Qualification: Bachelors degree in Public Health (Preferred) or any other health related discipline with at least 2 years of experience in similar/related field
1. Program Planning and Budgeting
  • Provide guidance in planning and budgeting of HIV& AIDS program funded by Global Fund in accordance with the guidelines, framework, policies and country strategy plan in coordination/support of country/regional office.
  • Provide guidance to collaborate organizations in designing cost effective and result oriented program in collaboration with the Government for immediate and long lasting changes in the lives of children and targeted communities.
  • Support partners to develop plan and budget along with Detail Implementation Plan (DIP) and phased budget
  • Ensure and review that the plans and budget submitted by partner organizations are in line with Save the Children (SC)’s Theory of Change and Country Strategic Plan, Program framework, SC member’s priorities and align with donor and the Government’s national priority plan & policies.
2. Program Implementation
  • Support t partner to implement the plan & budget as stipulated in the detail implementation plan and phased budget, and provide support for recovery plan if required to achieve the result.
  • Ensure adequate managerial and technical support to the partner organizations to implement detail implementation plan and phased budget.
3. Program Review & Monitoring
  • Monitor the budget vs. expenses tracking every month and conduct on site budget vs. expenses in partner organizations and provide feedback if required.
  • Conduct regular field visits with appropriate tools and checklists, including discussions with beneficiaries on program effectiveness, and feedback on improvements
  • Conduct regular (monthly) analysis of program implementation, and monitor to identify strengths and weaknesses of the program and share the team for appropriate action.
  • Conduct and support the review of progress made by the partner organizations on trimester basis and identifies the areas where they need to improve in terms of capacity building, cost efficiency, efficient use of staffs and help them to make necessary changes in their original plans if required.
  • Conduct on Site Data Verification (OSDV) in assigned partners and ensure the reported data has Zero variance and support to other partners as required.
  • Update monthly progress through Online Program Management Information System (OPMIS)
4. Program Reporting
  • Conduct analytical discussion on program reports before submitted to SC.
  • Ensure that the partners submit high quality reports on time.
  • Prepare high quality reports as per SC and donor requirements.
  • Assist supervisor to prepare and submit monthly, trimester and annual reports on time.
5. Capacity Development of partners and stakeholders
  • Assess capacity development needs of partner's staff and support in developing their capacity through coaching, mentoring and training.
  • Design and develop training manual and facilitate in building capacity of partners, and stakeholders to ensure effective implementation of different training, workshops, meetings and seminars.
6. Partnership management and Program Compliance
  • Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies.
  • Ensure that the partners comply the organizational policies, GO, SC’ and donor’s requirements in time.
  • Organize meetings with partners on partnership management issues as required and issues are dealt accordingly.
  • Support for organizational development assessment review and prepare action plan, implementation, and follow up.
  • Ensure the cost, quality, and timely delivery of materials procured by the partners and SC
7. Coordination, Collaboration and Networking
  • Enhance coordination linkages and Networking with district line agencies and like minded organizations for effective implementation of HIV & AIDS programs, policy advocacy and sharing of best practices
  • Maintain close relation with other themes especially with livelihood; adolescent development; Health & Nutrition, Child Protection and Child Rights Governance and identify areas to work collaboratively to bring synergy.
8. Representation
  • In coordination with the Program Coordinator - HIV & AIDS represent Save the Children at local district, regional, national, international levels and humanitarian community when and if required
9. Occasional Duties
  • Work during emergency as assigned by the organization as per dual mandate of Save the Children’s development programs as well as being the leader in Emergency preparedness.
Knowledge, Skills and Experience
  • Knowledge of national guidelines about HIV & AIDS
  • Proven experience in managing and implementing HIV/AIDS programs/programs
  • Ability to monitor, data analysis and producing quality reports
  • Experience in facilitating trainings, meetings and workshops at different levels
  • Excellent interpersonal, communications and coordination skills to work effectively in multi cultural settings with a wide variety of stakeholders
  • Nepali and English oral and written communication skills
  • Proficiency in Microsoft Word, Excel, PowerPoint and other standard software(s)
