District Program Officer - MNCH (4 positions)
The District Program Officer - MNCH will be
responsible for smooth implementation and monitoring of MNCH activities
at health facilities and community level. S/he will work in close
coordination with D/PHO and Health Facility Staff in the project
implementation district(s) funded by DFID. The position holder reports
to Manager - Field Operations/Quality of Care and will carry out the
need based frequent technical support visit (TSV) at health facilities
and community level to ensure the quality of the program. S/he will
also closely work with D/PHO program focal persons and local partners
for effective implementation and monitoring to achieve better result of
MNCH program of the respective district(s). S/he should devote around
70% time in the field for TSV.
Term and Location: Fixed term position(s) till June 2015 based in Gorkha, Nuwakot, Rasuwa and Syangja
Required Qualification: B.Sc. in Nursing,
Bachelor of Nursing (BN) or Public Health (BPH) including clinical
background with 3 years experiences OR 5 years experience for Health
Assistant (HA) with any bachelor's degree in implementing and
monitoring facility and community based MNH intervention and/or program
in development organizations preferably in I/NGOs
Key Areas of Accountability
- Support to conduct the rapid assessment at district hospitals, health facilities and community level and assist for analyzing the information to identify the bottleneck gap of MNCH services.
- Conduct joint TSVs with D/PHO focal persons and provide technical input on need based activities on CB-IMCI focusing on newborn care and BPP at health facility and community level (FCHV).
- Build capacity of district and health facility staff in data use, tailored planning and implementation, and monitoring of program performance. Moreover, build skill of health facility staff and FCHVs in MNCH areas.
- Provide technical and facilitation support in TOT, HF and community level trainings focusing on MNCH program. Ensure the quality of trainings, program implementation, monitoring and scaling up the newer interventions in the districts.
- Support to the district, health facilities and communities to revitalize BPP addressing the gaps focusing in problematic areas.
- Provide technical and program management support to the district hospital and PHC’s on BEOC and CEOC services, and the birthing centers for improving and sustaining the services.
- Coordinate with District Statistical Officer to review, analyze and feedback on the health facilities’ HMIS/LMIS information. Institutionalize data use within DPHO
- Work closely with the District Store Keeper for ensuring regular supply of the program commodities (equipments, drugs, protocols, form and format etc) to the health facilities and FCHVs.
- Assist the Program Manager, Senior Coordinator - MNCH Training and Monitoring & Documentation Coordinator to perform the various tasks for smooth implementation of the project and achieving the organizational goal.
- Support in district, ilaka and health facility level and other review meetings. Ensure the meetings are timely and effectively conducted.
- Play a harmonize role among DPHO team members and try to create enabling environment to work as a team approach for achieving significant result on MNCH program in the district.
- Monitor and document the progress of focused interventions. Share findings of TSVs and program progress among the concerned D/PHO program focal persons as well as central team of SNL.
- Participate in the district QA meetings, program performance review meetings. Also play as a facilitator role in MNCH related training/workshop as requested by D/PHO.
- Reports on all activities at district level on indicators identified in the base line.
Knowledge, Skills and Experience (Essential)
- Ability to mentor and provide on-site coaching to health workers in government facilities.
- Coordination and interpersonal skills with multi partners specially government
- Ability to effectively present information (orally and for publication) to government officials.
- Proficiency in Microsoft Word, Excel, PowerPoint and other standard software(s)
- Nepali and English oral and written communication skills
Knowledge, Skills and Experience (Desirable)
- Expertise in testing and scaling up programs in community level setting environments’.
- Organizational, interpersonal /cross-culture communication and time management skills to work effectively in the district and communities
