Save the Children is an International non-profit organization working in Nepal and Bhutan to create positive and lasting change for Children.  It advocates for the rights of the children and express zero tolerance to any kind of child abuse.  Save the Children expects that anyone associated with it abides the child rights policy.  Save the Children invites applications for the following positions in Suaahara, a five year USAID funded program, to improve the nutritional status of women and children under-two years of age.   All the positions are fixed grant term position as per the requirement of the project period i.e. from September 2011 – August 2016.

Monitoring Evaluation Accountability and Learning (MEAL) Coordinator (1 position)

Role Purpose:

The MEAL Coordinator is responsible for functioning M&E system in Suaahara districts within the cluster. The position is overall responsible for the operation of Suaahara M&E system at the cluster level. With technical backstop from the Sr. MEAL Manager, s/he works closely with the sectoral team and local partners in the districts and the staff in cluster.

Term and Location: Fixed term grant position based in Biratnagar Cluster Office with frequent field visits

Required Qualification: At least Bachelor Degree in Economics/Development Studies/Statistic or Public Health with 5 years of experience in relevant field

Key Areas Of Accountability :             
  1. Setting up the system:
    Work closely with Sr. MEAL Manager, in leading the establishment of M&E system in the cluster that meets the requirements of Suaahara performance management needs. In doing so (but not limited to)
    • Review the existing M&E system of partners and the host organization (lead organization for the cluster)
    • Review the Suaahara M&E guidelines and PMP, in identifying the Suaahara information needs and approach.
    • Work closely with the Suaahara district and cluster team
  2. Monitoring:
    • Adapt/develop routine data collection and compilation tools/checklist for all program areas. Ensure that the tools capture appropriate disaggregation. Co ordinate with MEAL Coordinators of other clusters and Kathmandu to maintain consistency.
    • Ensure that all relevant data are collected in a frequency specified in the PMP, and that the data meets the USAID quality standards.
    • Make regular visits to the field and partner NGOs to collect and verify data, and to support the implementation of M&E.
    • Wherever feasible, maximize the use of secondary data available, e.g. HMIS, District Agriculture reports etc. as relevant.
    • Support sectoral team members and local partners in the district and cluster to review and analyze monitoring data, and help use the findings to improve program performances. To achieve this, the M&E coordinator will do the following (but not limited to):
      • Monitor key outcome indicators every 6 months using Lot Quality Assurance Sampling (LQAS) methodology, analyze findings and organize review workshop in the cluster office to review findings and making action plans.
      • Organize program review workshops in the districts, analyze partners reports, monitoring data (including secondary data) and help use the findings to improve program performances.
      • Work individually with the sectoral staff
    • Visit field sites and local partners.
  3. Documentation and Reporting:
    • Together with sectoral staff review the reports from local partners, analyze and give feedback as relevant.
    • Support cluster team in compiling and drafting reports to be incorporate to the USAID periodic reports
    • Review reports to generate leanings, better practices and case studies.
    • Organize capacity building events to the local partners and sectoral team on M&E.
    • Participate in evaluations, formative research and operations research as required.

Experience And Skills
  • Knowledge of database set up, management, and  data analysis
  • Familiar with USAID compliance, rules and regulations
  • Experience in research, survey, monitoring tools
  • Facilitation skill
  • Having analytical skills
  • Familiar with M & E system, data compiling tools
  • Prior experience of USAID grant management
  • Familiar with statistical software (SPSS, STATA) will be added value.
