Finance Monitoring Officer (1 position)

Role Purpose:

S/he will be responsible for providing day to day financial and administrative support to the Suaahara Kathmandu Cluster Office.  The key responsibilities are conducting frequent monitoring & support visits to Suaahara district offices & partner organizations to ensure USAID compliances are met, preparation of periodic financial reports, reviews of financial reports, preparing vouchers/payments, posting of financial data in accounting system; and support on administrative & logistic management. S/he will closely works with Program and Operations team in Kathmandu.

Term and Location: Fixed term grant position based in Kathmandu Cluster Office with regular field visits

Required Qualification: Bachelor Degree (preferable in Management) with minimum 3 years of experience in relevant field

Key Areas Of Accountability :
  1. Conduct monitoring & support visits to District Offices and Partner Organizations
    • Conduct visits for reviewing financial & administrative systems, internal controls and capacity building
    • Identify and support in the strengthening financial management
    • Ensure that donor compliances are met
  2. Support on administrative & logistic management
    • Manage logistic support for program workshop and meetings
    • Process, track and follow up for Suaahara materials distribution in districts
    • Support on administrative works of the cluster
  3. Day-to-day finance functions including financial reporting
    • Preparation of payments, receipts & adjustments vouchers
    • Maintain proper filing system of all financial & administrative documents, retrieving efficiently for internal reviews, audit and other purpose
    • Enter accurate financial data in SCI accounting system i.e. Agresso and FAMAS
    • Work closely with Finance Coordinator to prepare periodic financial reports, budgets, revisions and analysis
  4. Internal control, compliances and audits
    • Ensure robust internal control system exists within cluster office and partner organizations
    • Ensure compliance of local laws, donor requirements, and SCI procedures throughout cluster and partner organizations
    • Ensure that the accounting is performed in line with donors and SCI procedures, and with national and international accounting standards. Adhere the organizational policy, procedures, local laws and donor’s requirement
    • Assist to plan and facilitate audit functions, including taking action on follow up and implementation of audit recommendations
  5. Any other duty assigned by immediate supervisor
Experience And Skills
  • Knowledge of documentation and  Financial data analysis
  • Familiar with USAID compliance, rules and regulations will be added value
  • Familiar with Nepal tax rules and regulation, VAT procedure
  • Sound knowledge of Word, Internet
  • Strong knowledge of Excel
  • Prior experience of  USAID grant management
  • Familiar with FAMAS accounting software
