Job Description

Position: Child Protection and Development Officer (CPDO)

Overall Goal:
The overall goal of this job is to ensure safe, healthy and encouraging environment to the umbrella children, protect and prevent them from all forms of abuse, exploitation and violence by promoting a safe, caring and nurturing environment at Residential Child Care Homes, according to the Acts, rules, regulations and norms of the Government of Nepal and minimum guidelines set by the Central Child Welfare Board (CCWB) of Nepal.

Under the direct line management of Programme Director (PD) the (CPDO) will be working as a key team member of the organization for smooth operation of child protection and development programme, effective implementation of protection and development policies and to ensure safety and security of Umbrella children.

Key Responsibilities:
·         To deal with Assistant CPD Officers, Child Protection and Development Supervisors and other support staff on children and other management issues.
·         To coordinate with other departments - such as Next Step Youth and Education &Reintegration for career and psycho-social counselling, career development, family counselling etc .
·          To manage Child Development Program including group counselling, discussion groups and youth clubs and facilitate workshops and trainings. Maintain a Child Centred Approach in all aspects of organisation and implement Child Protection Policies in Child care homes.
·         Hold counselling sessions and oversee referrals for counselling.
·         Facilitate staff training to ensure that CPD Supervisors are fully equipped to care for children
The major responsibilities for the CPDO, and the success criteria that will show whether these have been achieved, are:

  • Organize regular meeting with the children, fortnightly meeting with CPDS and at least bi-monthly meeting with home assistants.
  • Prepare and establish the action plan of residential childcare homes and monitors the progress of the same maintaining a close relationship with all parties and ensures their active involvement in the programme.
  • Develop and manage a Master list of children in each home and record their every development and other required information on regular basis.
·         Update children profiles and maintain the database.
·         Develop/update the Code of conduct and guidelines for Umbrella Homes that is in compliance with the Govt. policies and UON’s mandate/philosophy to provide a protective, supportive and caring environment for children and enforce the code of conduct and guidelines, with clear understanding among the staff that in case of violation, formulating a list of immediate possible consequences.
·         Organize trainings and workshops to the children on child right, child protection and anti- child trafficking issues.
·         Organize training, workshop and orientation program to the program staff to enhance their skills and knowledge that help to achieve the organizational goal under its policy.
·         Coordinate with Youth Officer and Reintegration Officer to run Umbrella NSYEP and Reintegration programme efficiently.
·         Conduct group and individual counseling among Umbrella children and youth and refer to specific counselor if any alarming case.
·         Prepare counseling reports, case studies and success stories and maintain the confidentiality of the children’s information.
·         Coordinate with Doctor, Health Assistant and House Parents on children’s health issue.
·         Prepare and establish the action plan of residential childcare homes and monitor the progress of the same maintaining a close relationship with all parties and ensure their active involvement in the programme.
·         Prevent and protect the children from all forms of physical or mental violence, injury, abuse, neglect, maltreatment and exploitation, including sexual abuse
·         Provide required supervision, advice and support to Assistant CPDOs on all child related issues.
·         Supervise Asst.CPDOs responsible on child protection and development issues.
·         Work closely with international team and volunteers on programme related issues.
·         Regular update of up bi-monthly progress report of the programme and submit to PD.
·         Forecast monthly budget projection for the programme and regularly submit to the Finance and Admin Department.
Experience: At least 2 years in relevant field.

Qualifications: Bachelors Degree in Social Science or equivalent.
